How to read it
A buy box that names two or three markets, one strategy, a price ceiling and a percent-of-ARV rule gets answered. "Anything in Maryland" does not. The 70% guide is a common flip rule of thumb, not a law of nature: it leaves room for repairs, holding, and selling costs.
